Job Vacancy – Terms of reference – Executive Director
Location: Paris (in-person presence required)

Main Responsibilities
The Executive Director will report to the Executive Committee and is expected to:
- Lead and manage CAP International’s strategy and activities;
- Manage the activities of the International Secretariat team;
- Implement a collective strategic vision whose goal is to obtain abolitionist public policies at the national, regional and international levels;
- Develop and implement CAP global strategy under the supervision of the Board;
- Promote CAP development in accordance with its founding values;
- Strengthen CAP capacity of action in 4 areas: international, regional and domestic advocacy, communication, development of the CAP community, and support and capacity building for frontline and survivor led organisations;
- Ensure a close cooperation with the Board and Executive Committee and support their participation in CAP activities;
- Develop the CAP community through facilitating online and in-person interactions, cooperation and training;
- Mobilise the financial and human resources needed to carry out CAP global strategy;
- Submit a quarterly progress report to the Executive Committee;
MAIN ACTIVITIES
Advocacy/lobbying:
- Define CAP’s global advocacy strategy at the national, regional and international levels. This needs to be based on a sound understanding and analysis of the socio-political environments in which CAP operates, the priorities expressed by its member organisations and staff of the International Secretariat, and ensures that CAP’s member organisations understand, take ownership of and participate in this strategy;
- Carry out advocacy activities including meetings and events, workshops and conferences, and issue public interventions position papers, petitions, manifestos and calls for action when needed.
Management of the International Secretariat:
- Coordinate and supervise the activities of the International Secretariat team (employees, civic services, interns, consultants, etc.) and provide support in carrying out its tasks;
- Conduct recruitment processes; carry out annual interviews with employees;
- Facilitate the capacity building of the staff through support and training;
- Guarantee a safe, collaborative and participative environment within the teams, in compliance with employment legislation and CAP’s ethical policies.
Representation/Relations with partners:
- Encourage and develop strategic partnerships;
- Represent CAP at conferences and in advocacy arenas, online and in-person. Delegate this representation to member organisations when relevant;
- Identify potential members to become part of CAP.
Management of CAP Intl’s financial strategy
- Implement a funding strategy consistent to the development of CAP;
- Develop CAP resources, consolidate relations with financial partners and identify new donors;
- Promote CAP expertise and activities to funders with the aim of increasing and diversifying funding;
- Negotiate funding and ensure follow-up and reporting HR, administrative and financial management;
- Supervise the work of CAP in terms of Human Resources, administrative and financial management service providers (accountant, auditor, payroll manager);
- Assist the Treasurer in drawing up the annual accounts and work with the accounting department to supervise the process;
- Ensure proper narrative and financial reporting to partners.
EXPECTED SKILLS
Soft skills:
CAP International is a movement based on strong Abolitionist values. It is therefore essential that CAP Executive Director shares these values, and has a thorough understanding of the prostitution system. The International Secretariat of CAP is a small but very dynamic team which, in recent years, has achieved significant accomplishments in a context that can sometimes be challenging. Its success is based on several key principles that the Executive Director must uphold:
- A Powerful political vision and strategic thinking, in consistency with CAP Intl’s values and objectives;
- A Capacity to exercise responsibilities and make decisions in an ethical and strategic way, in consistency with CAP’ priorities and interests;
- Important diplomatic skills and capacity to work under pressure;
- A strong spirit of solidarity and care among all staff members;
- A strong determination to advance our cause;
- A determined feminist approach to engage members in CAP’s strategy and activities, and a know how to deal with them in an engaging and participatory way;
- A constant willingness to advance CAP’s agenda rather than having to react to that of others;
- A capacity to work autonomously, while maintaining a good level of information within the team;
- A strong consciousness of the value of the actions carried out by CAP member organisations, and a sense of pride in serving their efforts to abolish the prostitution system.
Technical skills:
- Masters’ degree in politics / development / law or a related field;
- Must demonstrate verbal and written communication skills in French and English. Fluency in Spanish and other languages are an added value;
- A minimum of 5 years’ experience in advocacy and working with decision-makers, legislators and parliamentarians on issues related to violence against women, prostitution, and women’s rights;
- A minimum of 5 years’ experience in project, budget and grant management, including implementation and reporting and monitoring impact. Knowledge of the MEAL approach is appreciated;
- A minimum of 2 years’ experience in team management and partnership building;
- Strong creativity, communication, networking and facilitation skills;
- Integrity in representing the organisation and its work to all partners;
- Experience in working with a multi-cultural team and strong organisation skills.

Remuneration to be discussed according to competences and experiences of the candidate.
