Amplifying the Voices of Grassroots and Survivor-Led Organisations in Decision-Making Spaces
CAP International advocates for the abolitionist model on prostitution. Our coalition promotes this legislation (also known as the "Equality Model" or "Nordic Model"), which is based on five key pillars:
Decriminalisation of all persons in prostitution
Protection, support services, and exit options for persons in prostitution
Prohibition of the purchase of sexual acts
Prohibition of all forms of pimping
Prevention strategies on the non-commodification of women and girls and on the realities of the prostitution system
This advocacy seeks to bring about legislative change towards progressive laws that protect persons in prostitution. Our goal is to address the root causes of the prostitution system, better protect women and girls who are victims of this violence, combat the impunity of perpetrators, and change societal perceptions of prostitution.
CAP International engages in advocacy at the national, European, and international levels. We work to strengthen the capacity of our members in order to ensure the effective participation of grassroots and survivor-led organisations in legislative and decision-making processes.
Our National, European, and International Advocacy:
National Level:
CAP International supports its members in their efforts to obtain and implement abolitionist legislation in their countries. This is achieved through the creation of tools, practical guides, legal training, exchange of best practices and participation in conferences and webinars.
Key achievements:
CAP International alongside its member Mouvement du Nid, and French ally-organisations was at the forefront of the mobilisation campaign leading to the adoption of the law strengthening the fight against the prostitution system and support for prostituted persons which was adopted in 2016.
More than thirty conferences related to prostitution have been co-sponsored and attended by CAP International in Abuja, Beirut, Cape-Town, London, Riga, Madrid, Mexico, Kyiv, Montréal, Paris, New-York, Roma, New Delhi, Brussels, Boston, Warsaw, Washington D.C..



European Level:
CAP International meets with decision-makers to shape European legislation related to prostitution and trafficking for sexual exploitation. We advocate for the inclusion of survivors’ and grassroots NGOs’ voices and recommendations in various legislative files.
Key achievements:
CAP International’s advocacy efforts alongside European allied NGOs from the Brussels Call led to the adoption of the “Noichl” European Parliament Resolution of 14 September 2023.

International Level:
CAP International collaborates with "champion" States in the fight for the abolition of prostitution. We organise events within various international arenas and contribute to consultations within different UN mechanisms, both in written form and through oral interventions.
Key achievements:
Organisation of two side events sponsored by France, Sweden, and Ireland at the UN Commission on the Status of Women in New York.
A meeting with the United Nations Secretary-General.
